Company History:

Pacific Development Group, Inc.

Pacific Development Group, Inc. (PDG) is a privately held California firm that was created in 2009 as a rebranding of Professional Apartment Management, Inc (PAM). PDG and PAM have been family owned and operated since PAM was founded by J.D. Michael in 1969. The company is now third generation and has completed several hundred transactions in the Pacific Western United States representing development of over 3,700 affordable housing units and the creation of several hundred single family home lots. During that tenure, PAM built a 5,000 unit fee-managed multifamily portfolio.

PDG and PAM developments have been completed using a combination of company equity, capital from various leading institutional and high net worth investors, conventional financing, and public-private partnerships. Investments have included market-rate multifamily, affordable multifamily (utilizing LIHTC, USDA RD, HUD, HOME, & CDBG), office, industrial, single family residential, commercial, senior housing, assisted living, and mixed-use properties.


Joe Michael – President

Joe holds a Bachelor of Science in City and Regional Planning from California Polytechnic State University San Luis Obispo, is a licensed real estate broker in both California and Hawaii, and is a USGBC LEED Green Associate. Since 2009, Joe has been responsible for the processing and entitlements of commercial and residential zoned land in various locations of California and Hawaii including 50 acres of commercial, 600 single family residential lots and 375 multifamily units. Joe oversees project due diligence, financial analysis, market research, securing construction and permanent financing for various types of development, recapitalization/re-syndication of various multifamily properties utilizing tax credits and limited partner investors, architectural and interior design oversight, implementation of green building practices, construction management, and property management.

Dave Michael – Executive Officer

David is the Executive Director of Pacific Development Group and brings over 40 years of experience in Real Estate Development, Construction, and Investment. He initiated the development and construction of over 3500 affordable apartment units throughout California, Nevada, New Mexico, and Hawaii utilizing funding from HUD, USDA, and LIHTC. David is skilled in facilitating, leading, and managing small operations and transforming them into large profitable entities. With expertise in partnering with private, public, local, and state government lenders and agencies, and bridging them with contractors and developers he has the ability to grow and develop multifamily, affordable, senior assisted living, and congregate care properties.

J.D. Michael – PAM Founder

Born in 1919, J.D. Michael graduated Santa Clara University in the Class of 1943, and then joined the US Navy. After a tour in the Philippines Campaign, J.D. returned to Santa Clara University for Law School and graduated with the Class of 1948. He began his career as a licensed attorney practicing law in the courts of California and the Supreme Court. In 1969, after 20 years practicing law, J.D. founded Professional Apartment Management, Inc (PAM) and grew it into a company of over 350 employees and specialized in real estate development, property management, and construction. At the time of his retirement, J.D. had developed over 3,000 units of subsidized and non-subsidized multifamily housing, senior citizens housing facilities, convalescent hospitals, retirement and assisted living facilities.

Design and Development:

PDG has used its experience and proven success in land development, as well as, commercial and residential construction to advance the prosperity and quality of life in the Pacific West. This is accomplished by keeping an eye toward future, addressing social and economic needs and protecting our habitat utilizing environmentally friendly design and green building concepts. PDG is focused on creating quality communities by master planning every detail from site selection, architectural styling, mapping layout and design characteristics of its street-scaped communities and developments while integrating high quality and environmentally sound practices.

Construction Services:

Our team has comprehensive experience in all phases of construction including apartments, residential housing, senior housing and commercial projects. We look to innovative and intelligent new products, materials and systems to create quality spaces built around comfort, energy/resource efficiency and sustainability. All accomplished while being on time and on budget. Our corporate philosophy is forward thinking with the mission of “Building Today with a Vision on Tomorrow.” This is achieved by utilizing sustainable and environmentally responsible building methods, technologies, and materials in each of our projects. It is our goal to reduce the carbon footprint; contribute to a healthier environment for the residents, neighborhood, and community; and decrease the dependence on precious resources by using less energy and water. Management Services:

PDG’s management provides proactive supervision, guidance, direction and reporting as well as adherence to government standards in accomplishing the goals of its investors. PDG’s proven success flows from construction draws through operational, financial record keeping with timely monthly and year end reporting to investors as well as investment tax returns and property audits. The management team is committed to giving every property and every resident appropriate attention with frequent communication. The PDG management team has experience in a wide sector of affordable housing programs including FHA, USDA, HUD, LIHTC, and HOME funds.
